Upon evening walk, came across mentally altered unknown male. Appeared hopped up on something and talked of hearing voices. Is not of an immediate danger as they had warned I, Stephanie Bell, to back away and that the voices can cause him to harm others. Was concerned for my safety. I am filing a report for this unknown homeless man in hopes he will be able to be seen by emergency services and be able to get their proper medication,
Possible veteran, wears dog tags. Smells...of urine...
Appears to be a good man, aided us in recent murder investigation.
