Really really hoping people do take part in the early times of ZRP, 'cause I really felt disappointed with how quickly the previous one devolved into anarchy. I do, however, understand why and it's because we were only pulling the staff and maybe two people daily until the outbreak kicked off.

Or someone who just won't take a justified PK because they write in bad faith. In all my years of RPing I've only really had to do this once. If there's clear OOC motivation then it's easy enough to overturn, usually that becomes pretty obvious with just a bit of reading into the situation.
