This is our attempt to fix what we performed wrongly with RPF and Conscripts. This is a total player ran faction that'll hold itself to the same standards as of that to the Rebels. It will be fit with the rank structure to allow for promotion and progression with your character within the faction.
This faction will be ranked with 6 different ranks.
CMSR - Commissar; faction lead
RL - Rankleader; second in command
EU - Elite Units; enforcers of who is above
01, 02, 03, 04 - Beatcops. With 01's being highest upon the food chain. These ranks will all fill into their own spots with the Active Units being endless while Command spots are limited. However COMMAND SLOTS CAN BE APPLIED FOR UNTIL JUNE 13th.
This new squad, codenamed Cipher, is going to be a CCA Main's dream that will be getting their own events, story pieces, and ulterior storyline to fully explore and get lost in that'll differ from the way that the WS14 rebels are heading. THIS FACTION IS A CHANCE TO OPPOSE WHAT IS CURRENTLY SET.

Banking off of the demise of 626 and the resistance within City 17 and 98, Commander Peterovich takes it upon himself to create a firm and organized opposition to the growing forces on the other side of the fence. With a desire to ruin the two squad system and further unify what was left the Commander took it upon himself, post City 98 explosion, to put these dream to fruition. With permission from his higher employers the devilish man unified two squads within City 24, that being NODE and RELAY. The two squads rapidly were dissolved and formed into a new singular force dubbed 'CIPHER'.
This squad was rapidly pulled to conduct raids across the city of Hamburg. Doors were kicked in, windows smashed, and bookcases toppled. Practically overnight the resistance were formed to prematurely launch their revolution. With half of their numbers being lost in mere hours to openly engaging in conflict and the rest forced to adopt guerrilla methods to simply shoot through their entire magazine. It was a dire situation...Horribly horribly dire.
But it was only going to get worse for them, wasn't it? With the lack of losses by the new squadron the Commander took it upon himself to personally oversee the conflict. He was pleased by the progress.
