Further description of what was said in the meeting.
Could use input on what people might like will add more later.
The idea of this faction is really simple.
It's a mafia headed by a greedy mob boss who's whole purpose is profit and keeping City 6 stable so they can keep profiting.
OOCly the purpose is to give all other factions an easier time interacting with each other. Distant CA characters can be bribed and roped into the mafia's hands. The CCA can get closer towards resistance related activities without ruining roleplay as the mafia will naturally wrap them into criminal activity from the start. The rebels will have another headache to deal with, and simply can't bomb the ration lines for fun. If they can cut smart deals with the mafia they can get away with stuff they normally couldn't.
ICly the Combine tolerate them because they hold a power vacuum that could be held by resistance forces. They are more than willing to do the Combine's will provided there's a juicy incentive for them to do so.
ICly the rebels accept their presence because corruption makes their job easier. The mafia is also far more capable of trafficking in firearms, and would be a great way to incorporate BMDs authentically into the setting as opposed to "im the rebel who nickel and dimes his close friends while we fight for a passionately agreed goal of liberating humanity for some reason lol"
